Open Question: Why can't they ally into a larger federation?

Something like the EU where one parliament issues mutually beneficial policies yet lets local governence and real power remain locally. It would be super cool to have the US, EU, Russia, Japan and China unite into some sort of Super State. Finally sharing wealth, technology and resources. These are the most advanced civilizations so obviously we would be better instead of arguing and building up aresonals against each other working together. Something to start a true global community and government. Its not impossible if the nations that had 2 world wars together, the most imperialistic, aggressive and stubborn of all, the Europeans can unite eventually. Then anyone can! Why not?
